MS4 Phase II Stormwater Manager Training

More than a thousand Phase II communities exist in the Mid-Atlantic region. These smaller communities must develop local programs that meet six minimum management measures and comply with other terms of their stormwater permits.

Small MS4 communities often have less than 10,000 residents, few staff (who may be managing a stormwater program alongside several other responsibilities, low funding, and limited experience administering such programs. With recent funding shortfalls and more stringent permit conditions issued by several states, these small communities will need more help in meeting their permit requirements.

In partnership with the Chesapeake Stormwater Network, the Mid-Atlantic Water Program has initiated a training program to build capacity and provide technical assistance to MS4 communities. This effort will be piloted in MD with the goal of extending the training to other states.
